Meet Art
A neighbor, a public servant, a steady hand for Colleton County.
Art Williams has spent a lifetime rooted in the people and places of Colleton County. His record reflects deep public service, faith and family at the center, and a long-standing commitment to the neighbors who call Eastern District 23 home.
Public records show that Art previously served on Colleton County Council, where he was sworn in during January 2019. That experience inside county government shaped his belief that local leadership works best when it listens first, shows up consistently, and stays focused on practical results for working families.
He has been recognized as Art Williams, Colleton County, 2026 Alumnus of the Year by the South Carolina State University National Alumni Association — an honor that reflects decades of community involvement, mentorship, and service to the Lowcountry.

A native of Green Pond, Art graduated from Walterboro High School in 1974 and enlisted in the United States Marine Corps, becoming one of the first Marines to reach drill instructor in two years, earning the rank of Sergeant. He earned a BS in Mechanical Engineering Technology from SC State in 1992, an AA from Beaufort Technical College, and both a Master’s in Educational Administration and an Education Specialist degree in Educational Leadership from The Citadel.
With over 35 years of executive management experience, Art has served as County Administrator for Colleton and Allendale Counties, County Engineer, Public Works Director, Capital Projects Coordinator, USDA Public Affairs Specialist, and school assistant principal. He was elected to the Colleton County School Board in 1996 and to Colleton County Council in 2018, and officiated MEAC and Conference USA football for 31 years.
He serves as Vice President of the Colleton County Alumni Chapter of SCSUNAA, President of the Hiram E. Mann Chapter of the Tuskegee Airmen, Inc., and President of the STATE Club, and each year dedicates time abroad with a medical missionary team through Life Line Foreign Missions. Art is married to Leila; they have two children and five grandchildren.
